Since February 2022 Ukrainian airspace is closed to civil flights; air cargo moves by truck to airports in Poland, Romania and other neighbours. Sea cargo runs through Odesa, Chornomorsk and Pivdennyi via the Ukrainian Black Sea corridor and through the Danube ports of Izmail and Reni. Ports in occupied Crimea and on the Sea of Azov are not usable for Ukrainian trade.

Ukraine logistics overview: modes, trade and gateways

Ukraine uses sea, rail, road and indirect air routes for international freight. Containerized and bulk cargo move through Black Sea ports at Odesa, Chornomorsk (Illichivsk), Pivdennyi (Yuzhnyy), Mykolayiv, Kherson and Dnipro-Buzkyy, along a coastline of about 2,782 km. Sea cargo currently uses the Ukrainian Black Sea corridor via Odesa, Chornomorsk and Pivdennyi, while Danube ports Izmail and Reni handle part of the trade.

Air freight is routed by truck to airports in Poland, Romania and other neighbours because Ukrainian airspace for civil flights has been closed since February 2022. Rail services use a network of about 21,733 km, with freight flows of about 175,600 million tonne-km. Road access connects Ukraine with Belarus, Hungary, Moldova, Poland, Romania, Russia and Slovakia, supporting cross-border trucking to EU and regional hubs.

Freight forwarders in Ukraine

When choosing freight forwarders in Ukraine, shippers deal with a system where sea exports and imports run mainly through Odesa, Chornomorsk and Pivdennyi and via Danube ports Izmail and Reni. The port system includes 26 seaports and 8 oil terminals, and Ukraine handled about 1 million TEU in 2021 with a liner shipping connectivity index of 28.16. Forwarders should understand current routing via the Ukrainian Black Sea corridor and truck connections to airports in Poland, Romania and other neighbours for air cargo.

On performance, Ukraine's overall logistics performance index is 2.7, with customs at 2.4 and logistics quality at 2.6. This is below the world median for customs and tracking, so it is sensible to ask how a forwarder manages customs risk and shipment visibility. Trade is concentrated with Poland, Romania, Turkey, China, Spain and EU and GUAM partners, so experience with these corridors and with the State Customs Service of Ukraine is useful when selecting a customs broker.

Air freight in Ukraine

Scheduled air cargo operations inside Ukraine are suspended, with zero airports listed for scheduled service. Since February 2022 Ukrainian airspace is closed to civil flights, so air freight to and from Ukraine moves by truck to airports in Poland, Romania and other neighbouring countries.

Ukraine's export mix includes higher-value agribulk and raw materials such as corn, seed oils, wheat, iron ore and soybeans, which usually move by sea rather than by air. Time-sensitive imports like packaged medicine, plastic products and selected automotive or industrial goods can move by air via these foreign gateways, while the domestic leg is handled by road.

Rail and road freight in Ukraine

Rail and road freight in Ukraine is central to export and import flows. The rail network is about 21,733 km long and moved around 175,600 million tonne-km in 2020, placing the country 8th of 113 worldwide and 3rd of 47 in its region. Major seaports such as Odesa, Chornomorsk and Mykolayiv have rail connections, supporting inland grain, ore and oilseed shipments to the Black Sea.

Road freight benefits from borders with Belarus, Hungary, Moldova, Poland, Romania, Russia and Slovakia. Typical international road routes include Lviv to Warsaw at 396 km, Lviv to Budapest at 584 km and Lviv to Poznan at 700 km. These corridors also handle trucked air cargo to airports in Poland and Romania, and truck shuttle services to Danube ports Izmail and Reni.
